Kay Coles James has an extensive background in nearly every sector of America’s economy. She has worked at the local, state and federal levels of government and has served dozens of organizations in the corporate, non-profit and academic arenas. Mrs. James is the Founder and President of the Gloucester Institute, a nonprofit organization which trains and nurtures African American leaders. A graduate of Hampton University, she served as Director of the U.S. Office of Personnel Management under President George W. Bush. In this role, Mrs. James also served as the Chair of the Joint Financial Management Improvement Program Principals, Chair of the Chief Human Capital Officers Council and a member of the President's Management Council. In addition, she was appointed to serve on the White House Fellows Commission. Mrs. James is the author of three books—her award-winning 1993 autobiography Never Forget; Transforming America: From the Inside Out (1995); and What I Wish I Had Known Before I Got Married (2001). Kay Coles James served as the president of The Heritage Foundation, America’s premier conservative think tank, from 2018-2021. She has also served as a trustee of the board from 2005-2022.
