The Deputy Prime Minister of Lesotho, Mothetjoa Metsing has said the study tour of Members of Parliament and senior officials from his country which he led to New Zealand has enabled them to better understand government under a Mixed Member Proportion (MMP) system.

Mr Metsing was commenting at the end of a one week trip that was hosted by the New Zealand Parliament in association with the Commonwealth Secretariat.

“Our coming to New Zealand has deepened our understanding of the MMP system which Lesotho adopted from New Zealand, and which brought into place the first coalition government in Lesotho’s history after the 2012 elections. The visit has also exposed us to how New Zealand’s parliament and its public service operate in a MMP environment, including understanding how the public service retains the trust of the public through its independence and political neutrality,” Mr Metsing said.

Mothetjoa Metsing (born 2 February 1967) is a former Deputy Prime Minister of Lesotho. He is a member and current leader of the Lesotho Congress for Democracy (LCD). He served in the government of Prime Minister Tom Thabane between 2012 and 2015. In 2014, he was involved in controversy over an alleged coup attempt against the prime minister that was eventually resolved over calls for an early election.

Political career

Before the 2012 general election, the ruling Lesotho Congress for Democracy suffered a split because of Prime MinisterPakalitha Mosisili's refusal to cede power.[2] Mosisili then founded a new party called the Democratic Congress. LCD Secretary-General Mothetjoa Metsing then moved to lead the LCD.[3]Tom Thabane leads another faction that broke away in 2006, the All Basotho Convention.[4] The LCD's Metsing said that he would not take part in a national unity government.[5] In like measure the ABC ruled out working with the LCD.[6] Ye
